Research Interests

Leadership in higher education

Dr. Penny joined the University of St. Augustine for Health Sciences (USAHS) as a contributing faculty member in 2023. He teaches the Research Methods II class and serves as committee chair for students working on their Doctor of Education (EdD) dissertation research. At USAHS and in other settings, Dr. Penny has guided more than 85 students as either committee chair or second committee member, helping them earn their doctorates.

Previously, Dr. Penny has held faculty appointments at East Carolina University, Heritage University, the University of Tennessee, Walden University and the University of Washington. He has also served as a university administrator and vice chancellor at the University of Washington Bothell.

Dr. Penny’s scholarly interests focus on student retention and completion in higher education. He serves as editor-in-chief of the Journal of Education and Training Studies and as a member of the board of advisors for the Higher Education Teaching and Learning Association.

Dr. Penny received post-doctoral training at the University of Tennessee School of Health Sciences. He is also a graduate of the Washington Executive Leadership Academy, a year-long program for aspiring college and university presidents and vice presidents.
